Affiliate website to the top of google?

Can affiliate only websites get to the top of Google? Can they stay there? We are doing some reaserch into it because when you look at websites for sale so many are traffic pumped affiliate sites which push affiliate sales and duplicate content. How is that those sites dont burned to the ground by Google? We have a client who has a totally honest totally unique content wesite selling his own product and it got sandboxed and has been there for months.... how does that work when all these affiliate and sales sites sit at the top of Google? There are so many inconsistencies.
